Capital Outlay Funding
ISSUE
The Picard Group (TPG) works diligently with our state clients to pursue funding for capital infrastructure projects throughout the state. Typically, these projects are roadway construction, water system improvements, brick and mortar structures, and general infrastructure deployment. The state of Louisiana is limited on the amount of funding it can bond out each year to fund such projects; therefore, the capital outlay process is extremely competitive and lawmakers must prioritize which projects receive funding. Additionally, entities who apply for capital outlay funding must commit to a 25% local match for their portion of the overall project cost.
STRATEGY
TPG engages with state legislators to ensure our clients’ projects stay top‑of‑mind and are positioned for funding during the legislative session. Members of the TPG team have previously worked on the Senate Revenue & Fiscal Affairs and House Ways & Means Committees – both committees of jurisdiction for capital outlay in the Senate and House respectively. TPG effectively navigates the funding process, including applying for funding, educating state legislators, passage of the bill, and ultimately bonding approval.
Additionally, TPG works with our clients to identify projects that align with capital outlay priorities and are most likely to secure funding. Typically “shovel ready” projects – projects that can be completed expeditiously while serving the largest need for constituents - tend to be more favorable. TPG ensures decision-makers have clear insight into how proposed projects will benefit residents and strengthen the state.
RESULT
Over the past three years alone, TPG has secured more than $300 million across all levels of capital funding. By implementing a tailored strategic plan and providing expert-level guidance, our clients have seen incredible success in their request.
