ISSUE


The Picard Group (TPG) is committed to helping our clients achieve their goals, which assists in their missions to better serve our communities. Many of our clients’ projects are extensive, and while the benefits are easily identifiable, the costs can often be burdensome to undertake on their own. Many businesses and municipalities often choose to pursue federal funding for their project needs, but with the convoluted federal funding process and the ever-changing political landscape in Washington D.C., even the most deserving projects can get lost in the hundreds of thousands funding requests submitted annually. TPG’s strategic consulting and relationships in Washington, D.C. create opportunities for our clients to overcome these hurdles by identifying and securing the federal funding and resources needed to achieve their goals.


STRATEGY


By educating and building support for our client’s projects within Congressional delegations and committees of jurisdiction, we can better position these requests to be considered a priority by Members of Congress and officially included in various federal funding mechanisms, including annual appropriations packages. Our team provides strategic advice to clients on project selection and messaging to accompany. TPG also facilitates one-on-one meetings with federal stakeholders, which gives clients an opportunity to express their need for funding in person with decision makers. Our process creates a tailored strategic plan to guide our clients to success.


RESULTS


The result of TPG’s extensive network on Capitol Hill and strategic planning has allowed our team, since 2020, to procure over half a billion dollars for client projects. A select few examples of funding wins for client projects include:


Project Name: The National Center of Excellence

Results: $850,000

Project Description: The National Center of Excellence, located in Oregon, will serve as a destination for evidence-sharing and innovation in professional mentoring and will also function as a hub for training, technical assistance, and resource development to advance the field of professional mentoring. The center will include a Professional Mentoring Certificate Program.


Project Name: Road Access

Results: $700,000

Project Description: Funding approved for this project will facilitate the burial of overhead utility lines, and the relocation of natural gas lines will allow for the construction of a road network that includes the aviation building access roads and improvements of the existing terminal access roads.


Project Name: CMIT/PET/CT Scanner

Results: $2,000,000

Project Description: This advanced imaging technology has a broader capacity to detect metastatic breast cancer, Alzheimer’s, and traumatic brain injuries. This advanced scanner technology is one of only two like it in the U.S, providing the region with cutting-edge diagnostic imaging and translational research and development opportunities.


Project Name: Topline O&M/ Construction

Results: $51,500,00

Project Description: Funding allows for the continued maintenance and operation of a major industrial waterway.


Project Name: COPS Equipment

Results: $1,800,000

Project Description: To address the disparity in resources through this funding, a client’s law enforcement department will receive equipment crucial for modern policing. The equipment includes in-car cameras, body cameras, radios, satellite communications, and thermal imaging equipment.


Project Name: Commercial Roundabout Access Project

Results: $3,600,000

Project Description: With the funding earned, the client will be able to create a safer intersection and more efficient access to surrounding commercial areas, which aligns with the client’s smart growth policies for economic development, facilitating easier access to developing areas.


Project Name: Cyber Project

Results: $850,000

Project Description: During FY24, funding was allocated to this project to update communication control systems, install wireless technology program, further secure fare gates for enhanced monitoring capabilities, and repair fiber optic cables. These upgrades will modernize technology and increase cyber security, to create a more reliable system for users.


Project Name: Port Infrastructure Development Program

Results: $3,000,000

Project Description: This funding will enhance port safety, efficiency, and capacity. Recent developments feature modernized terminal facilities, resilient infrastructure to withstand severe weather, and improvements to industrial parks to support growth.


Project Name: Dredge Material Disposal Site

Results: $9,000,000

Project Description: Funding allowed for the creation of a new dredge material disposal site along a major industrial waterway.


Project Name: Intercontinental Ballistic Missile- DEM/VAL

Results: $7,500,000

Project Description: This funding will assist in creating a regional defense industry, help solve key technology challenges, and enhance the economic vitality of the region and state. It will also offer operational and maintenance support to organizations within the nuclear enterprise. The funds allocated to this project will be critical to continue our defense of our nation.
