The DC based law and lobbying firm CJ Lake, LLC is pleased to announce that Emily Bacque Da Silva has been appointed a Principal in the Legislative Policy Practice Group. Ms. Bacque Da Silva has been with the firm since its formation in 2006 and served most recently as Director of the firm’s Legislative Policy Practice Group. She spent six years handling budget and appropriations issues for former Senator John Breaux before entering the private sector.

Ms. Bacque Da Silva joins firm founder and Managing Partner Lynn Jacquez, co-founder and Senior Advisor Jim Copeland and Of Counsel Monte Lake as the firm’s executive team.
CJ Lake is also pleased to announce a strategic alliance and affiliation with The Picard Group, a State and federal governmental affairs and business consulting group with offices in Baton Rouge and Lafayette Louisiana, as well as Washington DC. Tyron Picard, former Executive Vice President of Legal and Governmental Affairs for The Acadian Companies, as well as former national chairman of the American Ambulance Association Federal PAC founded the state and federal affairs firm in 2011.
The Picard Group specializes in healthcare, energy, technology and construction as well as association and coalition management. It represents a combined 45 clients in Louisiana and Washington, including the lobbying interests of ten FORTUNE 500 companies which operate in the state. The affiliation will allow the consolidation of both firms’ personnel into CJ Lake’s DC office. Former Congressman Rodney Alexander, Senior Director for Federal Affairs for The Picard Group, will join CJ Lake’s Washington DC office. Mr. Alexander served on the Appropriations Committee as a Subcommittee Chairman and on the Armed Services and Agriculture Committees during his tenure in the House of Representatives. He retired in 2012 and joined The Picard Group in 2014.
