Caroline Higgins serves as Legislative Analyst for The Picard Group. Her experience in practicing law and consulting services builds on the strong skill set at The Picard Group.
Prior to joining The Picard Group, Higgins served as Assistant General Counsel for General Services Administration in Washington, D.C., an independent agency of the United States government to help manage and support the basic functioning of federal agencies.
Her experience with contracts includes drafting, reviewing and negotiating contracts in compliance with local, state, and federal regulations.
Prior to working in Washington, D.C., Higgins practiced labor and employment law for The Kullman Firm in New Orleans, LA, where she drafted policy statements, motions, and legal memoranda. She advised executive level clients and mediated cases involving labor and employment issues.
A native of Acadiana, Higgins is a graduate of Louisiana State University and Loyola University Law School and has recently returned to Acadiana to raise her two daughters.
